Position Summary:

Responsible for the overall management of health, safety, security, and environmental-related matters at JOMEL’s plant and other Marafiq IWPP facilities in JOMEL.

Key Accountabilities:

  • Responsible for ensuring compliance with IMS.
  • Ensure compliance with the local occupational health & safety and security legislation.
  • Ensure the implementation of local regulations, good utility practices, standards, and policies.
  • Advise on the best HSSE benchmarking practices at the JOMEL plant.
  • Ensure the implementation and compliance of HSSE policies, guidelines, objectives, training, management systems, and tools by enforcing the HSE objectives and KPIs timely.
  • Conduct required training courses and provide tools for management systems.
  • Promote high HSSE awareness that encourages improvement in standards.
  • Communicate HSSE policy and objectives timely.
  • Support review of HSSE systems, including HSSE manuals, training, site instructions, method statements, etc.
  • Ensure compliance with project agreements, local regulations, and good utility practice.
  • Provide HSSE field expertise to O&M activities on-site.
  • Manage and follow up on any HSE-related incidents, such as lost time incidents and any emergencies.
  • Manage data parameters/KPIs and coordinate the data collection, support tools, and reports to the owner and the sponsors.
  • Monitor O&M activities for compliance with local regulations, applicable HSSE procedures, and good utility practice.
  • Identify and communicate areas of improvement and ensure the corrective actions are implemented.
  • Prepare and maintain HSSE reports as required for O&M reporting (shareholders, BOD, government relations, etc.)
  • Report any HSSE issue to the Plant General Manager that is not being solved at the site.
  • Organize, follow up, and close out any findings arising from any HSSE audit.
  • Manage the staff and ensure the plant’s HSSE runs as per the HCIS regulations and security & safety best practices.
  • Implement decisions related to the SAF Standard & NFPA Standard.
  • Manage the emergency response team and ensure the immediate analysis of the situation during the emergency response.

Competencies & Skills:

  • English Language: Excellent communication skills, both written and verbal. Arabic is an advantage.
