Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Cyber Operations Planner to support APOLLO/OPIAS in Tampa, FL. The Cyber Operations Planner will support operational planning, integration, and execution of cyberspace operations in coordination with Joint, Interagency, and Coalition partners as part of Operations in the Information Environment (OIE). This position focuses on aligning cyberspace capabilities with strategic and operational objectives and integrates cyber operations into broader Influence Operations, and Joint campaign planning. This position is on a future contract pending award announcement.

Key Responsibilities:

  • Develop, coordinate, and integrate offensive and defensive cyber operations plans across Joint, Interagency, and Coalition partners.
  • Execute mission analysis and produce planning deliverables through the Joint Operational Planning Process (JOPP), Military Decision-Making Process (MDMP), and other standard frameworks.
  • Synchronize cyberspace operations with other Information Forces including MISO, OPSEC, MILDEC, EW, and Public Affairs.
  • Collaborate with Joint Cyber Centers (JCCs), Combatant Commands, and Cyber Protection Teams (CPTs) to align capabilities and mitigate threats.
  • Assess adversarial cyber capabilities and propose mitigations based on the evolving information environment and electromagnetic spectrum dynamics.
  • Deliver detailed briefings, operational plans, and decision support products to senior military and civilian leadership.

Basic Qualifications:

  • Bachelor’s degree in Cybersecurity, Computer Science, Information Systems, or a related technical field
  • 7+ years of experience in cyberspace operations or planning, with at least 3 years supporting a Joint staff, service component, or combatant command
  • Proficient in cyber doctrine, including JP 3-12 (Cyberspace Operations), JP 5-0 (Joint Planning), and related guidance
  • Familiarity with cyberspace targeting, access operations, cyber threat intelligence, and force employment models
  • Active TS/SCI clearance and either hold or be eligible to obtain a CI polygraph

Preferred Qualifications:

  • Graduate of a recognized Joint Planning Course (e.g., SAASS, or SAMS, or JAWS, or SAWS, or JIOPC)
  • Experience supporting Combatant Command-level exercises or contingency planning efforts
  • Hands-on experience conducting cyberspace operations as a member of a Combat Mission Team (CMT), Cyber Protection Team (CPT), or Cyber Support Team (CST))
  • Experience with Cyber Command tools such as Unified Platform (UP), Persistent Cyber Training Environment (PCTE), Big Data Platforms (BDP), and Joint Cyber Command and Control (JCC2)
  • Familiarity with Joint Cyber Centers (JCCs) and integration across JFHQ-C service components
  • Understanding of offensive and defensive cyber operations, mission assurance, and adversary TTPs in the information environment
  • Ability to apply cyber capabilities in concert with broader strategic communication, IO, and deterrence objectives
